OJSC “AGAT – Control Systems” continues its work to create automated electricity monitoring and metering systems (AEMMS) at the key facilities of the country’s power grid.
In 2025, modern AEMMS were put into commercial operation at more than ten facilities of Molodechno Electrical Networks branch of RUE “Minskenergo”. This year, as many as 18 power facilities have already been involved in the active phase of the AEMMS deployment. The works are performed on a turnkey basis: from equipment manufacturing to commissioning at substations and upper-level system control servers.
This activity continues a large-scale project known as “AEMMS IIIG” (an automated electricity monitoring and metering system of interstate, intersystem interchanges and generation of the Republic of Belarus), where OJSC “AGAT – Control Systems” acts as a general designer and general contractor. Initially, this project encompassed more than 30 electric power plants and over 200 substations, while in future it will expand to include all the country’s energy sector facilities.
The introduced AEMMS is a multifunctional software and hardware system incorporating advanced measuring current and voltage transformers, digital electricity meters of different origins, data collection and transmission devices (DCTD), database servers and user workstations (WS).
Multiplatform application and scalability are the key features of the system. It is built on a business’ proprietary equipment, as well as on commercially available computational and communications facilities, which ensures flexibility in creating local and distributed hierarchial structures. The system can be adapted to any energy saving schemes and easily integrated into a business’ existing information systems.
The software and hardware system performs two top-priority tasks:
• accurate commercial metering for multirate settlements;
• technical metering to analyse consumption and minimize losses.
Consistent creation of regional AEMMS segments builds a single vertical of data collection and processing. This eliminates information barriers between the managerial level and the technological level and lays the digital foundation for the transparency, efficiency and technological self-sufficiency of the Belarusian power system.
